Last week, Britons in Turkey and Poland were left scrambling to find tickets back to the UK.
If they arrived back home after 4am on Saturday, they would have had to self-isolate for a fortnight.
The Caribbean islands of Bonaire, St Eustatius and Saba were also placed on the list that requires travellers to quarantine upon return.
Mr Shapps also revealed last week that people who repeatedly refuse to self-isolate will be fined up to ÂŁ10,000.
