The National Security Adviser, NSA, Major General Babagana Munguno, on Thursday explained the invasion of the official residences of a former Director General of the Nigeria Intelligence Agency, NIA, Ayodele Oke, and former Director General of the Department of State Services, DSS, Ita Ekpenyong.
He said the raid was over the misappropriation of $289 million intervention fund, which was released in 2015 by the Central Bank of Nigeria, CBN.
Monguno told a Senate Panel that the probe committee headed by the Vice President, Prof. Yemi Osinbajo, discovered mismanagement of funds by both Oke and Ekpenyong.
He, however, told the lawmakers that he was not aware of the plan by the Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu, to arrest any of the persons until after the media frenzy and the resistance made by security agencies during the arrest episode.
In a document obtained by The Eagle Online, Monguno raised concern over the lack of unity and cooperation among security agencies, which led to the current state of disjointedness and disharmony amongst them.
Monguno blamed the problem on the existence of the National Security Agencies Decree 1986, which stripped the NSA of the power to check other security agencies.
He added that the decree made the Security Agencies to become independent, giving them “easy” access to the President.
